In State OS Tier C (ACVP full ops), Manila is the diplomatic/visa processor; Culasi is the physical and data motor of the education sandbox in Antique — not a generic “tech park” slogan, but the operational layer under the boarding school and talent pipeline.
Domestic Slovakia runs 12 CWE regional sandboxes (energy, IT FM, deep-tech). Culasi mirrors that logic abroad: a controlled pilot zone where curriculum, firm orders, and telemetry meet before mobility to SK.

Track exams before visa — failure means no travel. Reject risk near zero for receiving employers.
Priority tracks (barometer-bound)
Curriculum follows the Slovak Labour Market Barometer (Career Gate / ASR) — assembly, production helpers, warehouse, cleaning/services. Not “any STEM”; shortage roles with regional vacancy pressure.
