From State OS Opponentura Tier C — ACVP full operations: an honorary consulate in Culasi linked to the school, with consular reach toward Boracay. This page is a design proposal for studio / bilateral briefing — not a declared MZV decision.
Context 2026: Slovakia opened a resident embassy in Manila (end-2025 / credentials early 2026). Existing honorary consulates serve Manila and Cebu; Antique / Boracay west coast remains a coverage gap for Slovak citizens and ACVP operations.
Why attach consulate to the school
- One footprint — shared facilities with the boarding / sandbox campus reduces CAPEX and visibility risk.
- Citizen protection — Boracay and west-coast Antique are far from Manila; faster first response for Slovak nationals.
- ACVP support — local liaison for visas follow-up, school MoU logistics, teacher mobility cycles.
- Czech cooperation option — Tier C notes possible cooperation with Czech diplomatic presence where useful.

Two-tier Manila–Culasi structure
Culasi node
Honorary consulate + boarding pilot + innovation sandbox — physical presence where the programme runs.
Mission themes already public for the Manila embassy: engineering, automotive, agriculture, new technologies (AI, cyber), and labour mobility of Filipino workers to Slovakia.
Sensitivities (Tier C discipline)
- Do not present this as an approved MZV project until a formal mandate exists.
- No migration volume commitments or named diplomats on public collateral.
- Consular role stays honorary / limited — no parallel embassy narrative.
- Coordinate messaging with Manila residency; Culasi amplifies, does not replace.
