Purpose: Briefing pack for the Punong Barangay (Capitan) and Sangguniang Barangay (Kagawad).

Camancijan (~2,000 residents) needs a dual track: community wastewater (DEWATS) and a zero-waste alternative to open burning (pagsunog). This page carries the full masterplan content in English; the original Slovak PDF remains the document for council sessions.

1. Barangay finance & investment options

Under the Local Government Code of 1991, the barangay is the smallest LGU with its own budget. Camancijan does not hold large capital, but it has legally guaranteed revenues.

Funds cannot be invested in stocks or speculative assets. “Investment” means capital spending on local development:

1.4 Powers of the Punong Barangay (Capitan)

The Capitan does not decide major investments alone. Every significant financial decision is approved by the Sangguniang Barangay (7 Kagawad + SK). The Capitan may operationally use the 5% emergency fund and small operating purchases. Large projects (Mega Dike, municipal sewerage) are funded by DPWH / province / municipality — the Capitan lobbies through a Resolution.

2. Wastewater — community septic (DEWATS)

2.1 Septic reality in Camancijan

Local “septics” (imburnal / dry wells of hollow blocks without a floor) act as soakaways. Kitchen greywater often discharges onto the lot. Wells (poso) often are not at the legally recommended distance of ≥ 15 m → drinking-water contamination (E. coli).

2.2 Why the barangay cannot build a full sewer alone

A complete network + treatment plant costs millions of PHP. Camancijan’s annual budget is in the hundreds of thousands to low millions of PHP; the Development Fund is only a fraction. Responsibility split:

  5. Pilot: shared street septic (cluster / DEWATS)

~₱189,500–196,400 covers a full network + septic for ~10–12 homes including skilled labour. The lower ₱43,500 line in the masterplan is the material core / pilot without full labour — always pin the exact street before approval.

2.5 Fecal sludge handling

Every 12–18 months: desludging → Sludge Drying Bed (UV + drying) → co-composting with biochar at the vermi station → safe fertilizer for non-food crops / trees.

3. Solid & bio-waste — instead of illegal burning (pagsunog)

RA 9003 and RA 8749 ban open burning, yet it persists in the field. Burning palay, palm fronds, corn cobs and bunot produces:

Response: three zero-waste pillars plus BHW education (children’s and elders’ health outweighs paper laws alone).

5. Implementation (3 months)

6. Call to action

Approve at the next Barangay Council session:

  1. Ordinance — ban on pagsunog + mandatory connection to the Purok 3 cluster septic pilot
  2. AIP / budget — start the dual-system biochar + shredder (₱34,780) as the fastest anti-smoke intervention
  3. Resolution — request DEWATS co-financing from LGU Culasi / Antique
